Guidelines for going online with your unit

Illinois Wing is looking into the free Web Hosting that Great Lakes Region has setup. Please wait for this to become available before starting any new web hosting projects. Refer any questions to Maj Danley.


While not a unit website, it’s important that all social media follow’s Civil Air Patrol guidelines. For more information on all social media see this document:

Stay within the guide lines of CAPR110-1 (this governs CAP IT)  para. 8,9,13 and 14
This from E-Services, it is under Information Technology, though it speaks of .gov domains all units that have a web presence are a to adhere to these guide lines.
    • No Advertisements: A .gov domain may not be used to advertise for private individuals, firms, or corporations, or imply in any manner that the government endorses or favors any specific commercial product, commodity, or service.
    • No Campaign Information:

No campaigning can be done with .gov domains. The .gov web sites may not be directly linked to or refer to web sites created or operated by a campaign or any campaign entity or committee. Seperate web sites and e-mail on other top-level doamins (TLDs), such as .org, will have to be used to disseminate campaign information.

    • Link Change Notification:

When a link on a .GOV domain makes the user leave a .GOV domain to a non-.GOV domain, a notification or screen (i.e., a splash message) should alert users that they are leaving the .gov domain. See examples in the Frequently Asked Questions section below for how to comply with this requirement.

    • Content Restriction:

Content restriction on the Gov Internet Domain does not allow criminal activities or obscene images, inappropriate sexually oriented material, or extremist material to be displayed or sent to system users.

Domain Termination Federal guidelines also provide that “organizations that operate Web sites that are not in compliance with the .gov conditions of use may have their domain name terminated.” Therefore, violation of such rules are treated as serious and any CAP unit operating a web site under the CAP.GOV domain in violation of such guidelines may be immediately disabled.

What are some options to comply with the link change notification requirement? An easy way is to insert the following approved wording next to each link on your web-site:

When you click on the link, you are directed to a javascript message where you are advised that the link will open a new browser window and leave the CAP.GOV doamin. The HTML langauge for doing this is as follows:

A company has donated services to support our unit’s Internet operations, may we mention that on the web-site? AS noted above, by federal guidelines the CAP.GOV domain may not be used to advertise for private individuals, firms or corporations, or, in this instance, imply in any manner that CAP endorses or favors any specific commercial product commodity or service. On the other hand, it would not be inappropriate to tastefully acknowledge a donation. For example, “We would like to acknowledge the donation of XYX Company which has facilitated our having server space to support this web-site.” To avoid the appearance of advertising or endorsing, company logos and trademarks of the person or company making the donation should be avoided. In addition, as required by CAP Regulation and to aid in fulfilling our obligation under Federal guidelines, the following disclaimer should be clearly displayed near any such donation acknowledgment:

There is a standard WordPress template that must be used. Look for “Website Template”. Download the theme called “cap-wp-theme – 30 Mar 17”. This is the current template. Using it isn’t straight forward. You can find several tutorials on how to configure the template on a YouTube channel hosted by Maj Robert Bowden of the Great Lakes Region. There are videos that describe how you can get free web hosting.
